Attention should be paid to the false origin label

Since July this year, the staff of Zhongshan Inspection and Quarantine Bureau have repeatedly found that the marking of the origin of export textiles is not standardized: two batches of cotton woven men's trousers exported to the United States failed to indicate the origin on the labels of goods in accordance with the relevant provisions of the U.S. textile fiber products Identification Act. Another two batches of woven women's trousers exported to Brazil were printed with the words "made in India" or "produced in India" on the label, but the enterprise could not provide the certificate of origin for outsourcing processing, which proved that the enterprise was not authorized to produce

why do enterprises make mistakes "unintentionally" due to small country of origin labeling? After China's accession to the WTO, China's textile and clothing exports to many countries and regions are still subject to quota restrictions, and the annual quota is allocated to enterprises through agreement or bidding. In order to circumvent the restrictions of export quotas, a few enterprises took the risk of "entrepot" by using the certificate of origin and labels of a third country or region to carry out illegal entrepot trade with the United States and the European Union, which set restrictions on the export of Chinese textiles. On the surface, the country of origin labeling is not true, but the labeling is inaccurate, which is irrelevant. Moreover, it increases the export of enterprises and creates value for enterprises. As everyone knows, a little profit obtained by enterprises will bring losses to the whole industry and even the country

it is understood that according to the provisions on the handling of illegal transit activities in the memorandum of understanding on textiles between China and the United States and between China and Europe, once the illegal transit is determined through verification and consultation between the two sides, the total amount of the national agreement in the current year or the next year will be deducted, which means that the violation of the enterprise will directly lead to the punishment of the industry, and ultimately cause damage to the enterprise. For example, according to the regulations of the United States, if it is confirmed that Chinese enterprises have entrepot activities, the quota of such products will be deducted from the plastic industry convergence area with greater influence in Western China with three times of the relevant agreement amount. In 1993, the Ministry of foreign economic relations and trade, the General Administration of customs and the State Administration for commodity inspection issued a document prohibiting illegal entrepot trade in textiles. The regulations on the administration of identification inspection of export textiles also clearly stipulates that "all export textiles produced in China, including processing with supplied materials, shall not be marked with the origin of other countries or regions on the label, listing and packaging without valid supporting documents." According to China's foreign 339 Trade Law on formaldehyde emission from wood-based panels and their products, the enterprises involved in the case will also be restricted or prohibited from conducting relevant foreign trade activities for a period of more than 1 year and less than 3 years. Therefore, it is self-evident that this practice of circumventing quotas by fiddling with the marking of origin has its own advantages and disadvantages

because of this confidence, in July this year, the Ministry of Commerce issued a circular to domestic textile export enterprises, forbidding the use of certificates of origin and labels of third countries or regions to carry out illegal re export trade to the United States and the European Union, which impose restrictions on China's textile exports. Therefore, enterprises should, in accordance with the relevant national regulations, do what is ordered and stop what is forbidden, fully understand the harm of illegal entrepot activities, do not covet their own personal interests, and create a normal and orderly environment for the development of the enterprise itself and the whole industry
